Rafeal Mendoza served five days in county jail for a minor possession charge. Immediately following his release, and parole, Officer Thompson and Officer Johnson coerced the young immigrant into having sexual relations with them. The Officer’s threatened to report Mendoza’s undocumented family to Immigration and Customs Enforcement also known as ICE. The 25 year old had no choice but to comply.
